Accomplishments

Most achievements of significance have many contributors. Here are a few in which I am proud to have participated:

Police Ombudsman – Created the Office of Police Ombudsman, filled the position with the best qualified candidate. Subsequently strengthened the ombudsman ordinance  to give greater transparency to police procedure and practice.

Water Rate Restructure – Reduced water rates, garbage rates and utility taxes for 60% of Spokane ratepayers, keeping the cost of living affordable for all Spokane residents. (details here) Riverpoint Biomedical Groundbreaking

Capital Facilities Ordinance - Co-authored legislation requiring the city to develop and adopt an annual six-year capital facilities plan, a first for the City of Spokane.

Street Preservation, Transportation Choices and Safety – Dedicated new revenue for street maintenance, sidewalks and traffic calming.

Municipal Court – Established Municipal Court which dramatically increased the community corrections programs designed to steer offenders away from recidivism. Municipal Court will reduce public safety costs by providing alternatives to incarceration and reestablishing offenders as productive citizens.

37th Ave. Complete Streets Concept – Coordinated with the Engineering Department, Spokane Transit Authority and the Bicycle Advisory Board to create a complete street that is home to five public schools.

Hazel’s Creek Stormwater project– Continue to work with the Southgate neighborhood to develop this property as a pioneering example of low impact development for stormwater control,  a wildlife refuge, an educational asset for Ferris High School and a recreation area.

Lincoln StreetLincoln Street Project- Worked with the Engineering Department and Stormwater Department  to reconstruct Lincoln Street as a low impact development project saving the city thousands of dollars in stormwater facilities development while creating a street that calms traffic, preserves the urban canopy and is safer for pedestrians.

Centennial Trail – Working with the City’s Capital Programs Department and the Friends of the Centennial Trail to complete the unfinished portions of the trail. A focus is the section between downtown and Spokane Falls Community College.

Demolition Ordinance – Working with the Spokane Historic Preservation office to refine and strengthen the demolition ordinance to add incentives for developers and to encourage sustainable practices as well as add value to neighborhoods.

Public/Private Partnership Ordinance - co-authored ordinance defining the terms and conditions under which the City will engage in public/private partnerships. These terms and conditions include appraisal standards, requirements for public disclosure and a definition of market value.

Downtown Development – Re-appropriated unused funds for street tree maintenance in the downtown core. Continue work with the Downtown Spokane Partnership to enhance and encourage local, sustainable, business development. Grant Park Community Garden

Community Garden Program – Created a community garden program under the jurisdiction of the City of Spokane that uses underused city property for citizens to grow produce. This saves the city money, enhances our neighborhoods and helps provide families with improved nutrition. There are four gardens complete and in use with three more in the planning stages.

Dangerous Dog Ordinance – Co-wrote an ordinance that strengthened the penalties for owning a dog that had inflicted injury to people or other dogs.

Panhandling Ordinance – Coordinated with the Downtown Spokane Partnership to strengthen a panhandling ordinance to enhance the downtown commercial core while protecting civil rights.
